On 18th November 2013, H.E. Ambassador Ogutu joined other members of the Diplomatic Corps, in solidarity with the Parliamentarians, for a friendly Rugby Match in honour of the late Ambassador Katsuhiko Oku at Chichibunomiya Rugby Stadium. This was to commemorate the 10th Anniversary of the passing on of Amb. Katsuhiko Oku.

While serving as Counsellor at the Embassy of Japan in London, the late Amb. Oku had been assigned in Iraq to assess how Japan could assist in the reconstruction efforts. Unfortunately, on 29th November 2003, he together with First Secretary Masamori Inoue and their Iraqi driver were attacked and shot dead by unknown assailants in the southern area of Tikrit. Amb. Oku was promoted posthumously to the rank of ambassador. He was a keen rugby player, playing for his high school (Itami Highly School) and Waseda University.
